Relevant persons in charge from the Communications Administrations of provinces, autonomous regions and municipalities across the country, China Telecom, China Mobile, China Unicom, and China Academy of Information and Communications Technology attended the meeting. Lu Chuncong, deputy director of the Ministry of Information and Communications Administration, chaired the meeting.
According to the meeting, the trial operation of the “number-transferring network” system verified the system performance and tested the service capability, and the overall trial-run effect was achieved. However, some provinces and cities' telecommunications enterprises have set up carry-out conditions in violation of regulations and other issues. There is still a gap between the "Internet" service and user expectations. Telecom companies should implement corporate corporate responsibility, speed up rectification and system rectification, and provide users with more convenient and efficient "porting with numbers" services.
By the end of November, the nation ’s “number porting network” will officially provide services. In order to do a good job in the next stage, Lu Chuncong put forward three requirements:
The first is to further raise awareness and strengthen understanding and enforcement of rules. All units should combine the theme education of "do not forget the original intention and keep the mission in mind", re-mobilize and redeploy ideologically, and fully understand that "porting with numbers" is a major decision-making deployment made by the Party Central Committee and the State Council. The central action is to develop specific actions. The three telecommunication enterprise group companies should strengthen their understanding of the policies and rules of the provincial, city, and county three-level grassroots enterprises before November 26, and supervise the implementation of the implementation by local enterprises to ensure that they do not lose shape and remain unchanged.
The second is to establish special working classes and strengthen supervision and inspection. Provincial, autonomous regions and municipalities ’communications administrations will now set up a special“ Supervisory Network Transfer ”work supervision class to focus on rectifying problems during the trial operation and coordinating and solving various problems that arise. After formally providing services, the communications administrations shall strengthen supervision in accordance with the “Administrative Provisions for Number Transfer Service”, severely crack down on penalties for violations, and effectively protect the legitimate rights and interests of users.
The third is to start technical monitoring. With immediate effect, the Ministry of Industry and Information Technology will organize technical forces to carry out continuous monitoring of telecommunications companies 'port-to-network transfer systems, and entrust third parties to conduct monitoring visits to users' unannounced visits. After the service is officially provided, the Ministry of Industry and Information Technology will organize a special supervision and inspection of the national "number porting service".
