It aims to implement the requirements of China's RoHS, and in accordance with the concept of green management of the entire life cycle, requires the design and production of electrical and electronic products to reduce the use of hazardous substances at the source To reduce environmental safety risks. Xin Guobin said that accelerating China's RoHS is an important measure for the green and high-quality development of the electrical and electronic industry, and we should work together to promote the upgrading and improvement of China's RoHS.

Promote green and low-carbon transformation of industry

Xin Guobin pointed out that industry is the foundation of a nation and the foundation of our economy. In the more than 40 years of reform and opening up, China's industrial development has made great progress, and a complete, independent and complete industrial system has been built, which has effectively promoted rapid economic and social development. At the same time, the large-scale and rapid advancement of industrialization and urbanization has also brought great pressure on the ecological environment, and the bottlenecks of resources and environment have become increasingly prominent. China has become the world's largest importer of crude oil and natural gas; the total national energy consumption in 2018 was 4.64 billion tons of standard coal, of which industrial energy consumption accounted for nearly 70% of total primary energy consumption; industrial water consumption was about 140 billion cubic meters Meters, accounting for about a quarter of total water consumption; industrial solid waste production is about 3.8 billion tons.

Xin Guobin said that traditional production and consumption modes are no longer sustainable. It is necessary to correctly handle the relationship between production and living and the ecological environment, explore new ways of high-quality development oriented by ecological priority and green development, and make resources, production, and consumption factors similar. Match and promote the coordination of economic and social development and ecological environmental protection.

Accelerate China RoHS Management

It is reported that the international community is highly concerned about the restricted use of hazardous substances in electrical and electronic products. The developed countries such as the European Union and Japan have implemented the RoHS directive and adopted laws and regulations to restrict electrical and electronic production enterprises to reduce or avoid the use of lead, mercury, and Harmful substances such as chromium can minimize the impact on the environment and human health.

China is the world's largest producer, consumer and exporter of electrical and electronic products. In 2018, 1.8 billion mobile phones and 300 million computers were produced, accounting for more than 90% of the total global output. About two thirds of these products are exported and sold. Travel all over the world. At the same time, the annual output of major domestic appliances (TV sets, refrigerators, washing machines, and air conditioners) is about 560 million units, with a holding of about 1.75 billion units. About 180 million units of "four machines and one brain" (including televisions, refrigerators, washing machines, air conditioners and computers) are scrapped each year, and 80.77 million units are recycled. In this regard, Xin Guobin said that after a large number of electrical and electronic products are discarded, if they are not properly disposed of, harmful substances contained in them will eventually enter the soil and water, endangering the environment and human health. It is necessary to put forward requirements on the design and production of electrical and electronic products in accordance with the entire life cycle green management concept, reduce the use of harmful substances from the source, and reduce environmental safety risks.

Xin Guobin introduced that China attaches great importance to the restriction of the use of hazardous substances in electrical and electronic products, and has issued the "Administrative Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products", the "Administrative Catalogue for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products", and the "Restricted Use of Hazardous Substances in Electrical and Electronic Products" A series of regulations, standards and policies such as the Implementation Arrangement for Conformity Assessment System.

Xin Guobin said that the Ministry of Industry and Information Technology has recently established a public service platform to restrict the use of hazardous substances in electrical and electronic products in conjunction with the General Administration of Market Supervision and Administration to realize the open sharing of information. With the launch of the public service platform, the basic framework for the management of the restricted use of hazardous substances in electrical and electronic products in China has been established, gradually achieving enterprise management with standards, consumer purchases with identification, government supervision with hands-on, and industry development with guarantees. Under the standard of this management system, China's electrical and electronic enterprises will be able to produce more and better green products, actively guide green consumption, realize green growth, and strive to become a practitioner of building an ecological civilization and a beautiful China, becoming Participant and leader of the green development of the global electrical and electronics industry.

Join forces to promote China's RoHS upgrade

There are many kinds of electrical and electronic products. The implementation of China RoHS management is a complex system project. We must work together to promote the improvement of China's RoHS. In response, Xin Guobin put forward five requirements:

The first is to strengthen departmental cooperation and establish and improve a mechanism for restricting the use of hazardous substances in electrical and electronic products. The Ministry of Industry and Information Technology will cooperate with the General Administration of Market Supervision and other departments to further implement the "Administrative Measures", further improve relevant policies and working mechanisms, and work hard to study and formulate the second batch of compliance management catalogs to include more products in the scope of conformity assessment. Local industrial and informatization administrations must take the lead in establishing a work coordination mechanism for the restricted use of hazardous substances in electrical and electronic products, strengthen communication and coordination among departments, and effectively form a joint effort to guide and urge electrical and electronic enterprises in their jurisdictions to strictly implement the various provisions of the Management Measures. It is required to form a co-management situation as soon as possible.

The second is to guide enterprises to effectively assume the main responsibility and vigorously design and develop green products. Electrical and electronic enterprises are the main implementation bodies of the restricted use of hazardous substances, and the production and sale of products that do not meet the requirements are prohibited. Enterprises should promote green design and strengthen green supply chain management. When designing, manufacturing, importing, and selling electrical and electronic products, they should actively adopt harmless or low-hazard, easy to degrade, high resource utilization, easy to recycle, and environmental protection. Materials, technologies and processes to restrict or eliminate the use of hazardous substances in products. It is necessary to increase investment in green technology innovation, actively research and develop green manufacturing new technologies, new processes and new products, and continuously improve the level of green manufacturing of products. It is necessary to strictly implement the Implementation Arrangement for Conformity Assessment System, conduct conformity assessment in a timely manner, and upload the assessment results and information to the platform as required, and make the information public.

The third is to strengthen supervision and management and gradually improve the level of green development of the industry. Strengthening supervision during and after the event is an important guarantee for implementing the restricted use of hazardous substances in electrical and electronic products. It is necessary to give full play to the role of public service platforms that restrict the use of hazardous substances in electrical and electronic products, promptly announce the compliance results of product conformity assessments, take the initiative to accept the supervision of all parties in the society, at the same time strengthen information sharing, integrate them into the market supervision and enforcement system, and strengthen supervision and management . Local industry and informatization authorities should actively cooperate with market supervision departments, strengthen daily law enforcement inspections, increase spot inspections, and allow law-abiding people to enjoy market dividends and let illegal enterprises have nowhere to hide.

The fourth is to actively promote the implementation of laws and regulations, and strive to create a good working atmosphere. The local industry and informatization authorities and relevant industry associations, research institutions, etc. should actively organize and carry out policy promotion, interpretation and publicity activities to promote enterprises to implement the restrictions on the use and control of hazardous substances in electrical and electronic products. It is necessary to strengthen business guidance and services, actively promote technical equipment such as substitution and reduction of hazardous substances in electrical and electronic products, accelerate the guidance of green production and green consumption, and create a fair and just social atmosphere.

Fifth, strengthen international cooperation and continuously improve China's RoHS policy. It is necessary to actively carry out international exchanges and cooperation, and to fully absorb the advanced experience of developed countries and regions through conferences, forums, training and other forms, and improve the level of technology and management. Further strengthen the research work on policies, regulations and standards for the restricted use of hazardous substances in electrical and electronic products, keep abreast of the latest developments in the international community in terms of RoHS laws, regulations, and policy standards, and put forward policy recommendations that are in line with China's national conditions in accordance with the actual development of our industry. The management of the restricted use of hazardous substances in electrical and electronic products in China provides strong support.
